Ancestral Immortal Realm cultivation level is needed in order to have possibilities of cultivating Miracle of the Universe
You must know that a cosmic miracle is a powerful force that transcends all ways and directly connects to the will of the universe. It is more powerful than the natural artifacts born in chaos.
A cosmic miracle has no specific image. It can be anything in the universe... It can be transformed into a Dharma image, a specific rare divine beast, or a magic weapon, magic, etc.
In short, everything that can be labeled as a "miracle" can be regarded as a huge trump card in hand.
It stands to reason that this should not be something that the Ancestral King Realm can touch. Only the Ancestral Immortal Realm can have a certain probability of sensing the existence of cosmic miracles and comprehending them.
Although, some cultivators under these can attain one or more Miracle of Universe from a third party such as Outer Gods as long as they have the blood power, lineage, or even soul possession or connection to the third party that once possess the miracles akin to a heritage or passed down inheritance.
Example of lower-realm cultivators possessing Miracle of the Universe: But now, this tree of the other shore, which can be regarded as one of the miracles of the universe, was directly summoned by Xiu Fengnian in the form of a Dharma image. In Wang Ling's opinion, Xiu Fengnian was able to have this card because he had the Outer God's Daoism planted on him. Ninth-level of True Immortal Realm level is needed in order to be able to cultivate Heavenly Dao
Just like after reaching the ninth level of the True Immortal Realm, one has the ability to comprehend the Heavenly Dao. Before the ninth level of the True Immortal Realm, wanting to touch the Heavenly Dao is a fantasy. A fate mark is needed to cultivate the fate dao
